RMKS/1. Purpose. To announce the Submarine Force Sleep Program (SSP).
2. Actions. In order to ensure submarine JOs sleep an adequate amount IAW REF A, all submariners create an SSP. Submariners will log their daily sleep hours for the SSP in the Basic Sleep Report (BSR). Sleep hours shall be totaled every 24 hours and sent to COMSUBPAR in Sleep Collection Messages (SCMs). SCMs will be transmitted every 12 hours when tactically feasible. BSR and SCM formatting messages will be sent SPECOR.
3. Boats will be required to stand up a Sleep Audit and Surveillance (SA&S) program to give to the ORSE SBM during their next inspection. SA&S Binders should include the average number of hours each JO sleeps, the total number of rackouts per quarter, and their CTE scores. A minimum of 24 monitored sleep evolutions shall be conducted each week with oncoming JOs stationed as junior monitors. Oncoming Department Heads will serve as senior monitors.
4. One qualified in submarines JO will be designated in writing by the CO as the Operational Sleepy Officer (OSO). The OSO will be responsible for the SA&S program.
5. All JOs must sign in and sign out of the JO Sleep Logs to get credit for hours slept. The OOD will review all sleep logs every other hour. If a member’s eyes are closed for 5 minutes continuously, that hour will count as a full hour of sleep. JOs must sign into and out of sleep logs on a not to exceed hourly basis.
6. All command sanctioned rackouts during oncoming hours shall be approved by COMSUBPAR. Units will submit requests to COMSUBPAR seven working days prior to the intended date of rackout (IDRO). Operational units can waive this requirement if operationally required by the current state of current operations. Operational necessities which may interrupt sleep include, but are not limited to:
A. Fire
B. Flooding
C. War with China over Taiwan
D. Zone Inspections
E. Anything your XO says
F. Burger Day / Pizza Night
8. NOSIS 3.0, to be released at the start of FY24, will include a sleep log module and JO sleep will be a R-1D item in SKED.
