NAVY YARD – Washington, D.C. NAVSEA(08) has reportedly ordered the USNA football staff to convene a critique following the USNA Midshipmen’s 11 - 17 loss to the USMA Black Knights on Saturday. While Naval Reactors does not normally critique college football games, the submarine-focus of this year’s game prompted NR to exercise unique control. “If [the team] is going to wear our symbols on their uniforms, they will be held to the highest standards of excellence. We cannot afford to jeopardize 70 years of safe and professional operation of Naval Nuclear Reactors by such a below-standards performance,” said NR PAO and two-time PNEO failure LT Byron Matthews.
NAVSEA(08) was able to assert legal authority over the game despite the objections of the USNA players and coaching staff due provisions of the Atomic Energy Act of 1954. ADM Rickover reportedly inserted a unique and rarely-cited clause into the bill giving NR the “unique and sole authority” to impose corrective actions on USNA football following a loss during any “game, contest or other competitive activity which could affect the safe and efficient operation of a Naval Nuclear Reactor.” (U.S.C. §§ 2011–2021).
All corrective actions are complete or firmly scheduled according to sources familiar with the matter.
The critique identifies root causes such as a lack of formal communication on the line of scrimmage as evidenced by the lack of station identifiers, a lack of procedural compliance as most plays did not result in scores as specified and poor level of knowledge as displayed by attempting to execute a ‘tush push’ from the two-yard line. NR Engineers also noted the failure of multiple Navy quarterbacks to “point read operate” during their play calls. Objections from the coaching staff that “point read operate” is an operator aid and not specified in any Navy Nuclear Publications were ignored.
Corrective actions are rumored to include additional supervisory reviews during running plays, supervisor training on when it is appropriate to attempt a two point conversion, and a checkout added to all qualification standards about not turning the ball over for a score late in the 4th quarter during the biggest game of the year. Additionally, the coaching staff and the offensive line have been removed from football pending formal upgrades, according to sources.
