In the absence of a funding appropriation beyond 30 September 2023, the Submarine Force will execute an orderly shutdown of operations unless a particular operation or duty supports an excepted activity. In the event of a lapse of appropriations (government shutdown) Commanders shall implement the following guidance. 2. The following operations are not authorized until further notice: 2.a. Meals and all ingredients must be tossed in the TDU. 2.b. Duty section food runs. 2.c. All head reliefs unless TYCOM approval is obtained for ‘an emergency’. 2.d. Underway laundry. 2.e. All parts on order must be canceled or returned immediately. 2.f. The NMCI help desk will close at 302359Z SEP 23 and remain closed until further notice. 2.g. Burger Day. 2.h. Off-going ENGDEPT Training. 2.i. Movie night. 2.j. All medical appointments. 2.k. Showers. 3. Excepted Activities. The following activities will continue in the case of a lapse of appropriation: 3.a. All underways, planned and unplanned. 3.b. Command PT is authorized, not to exceed twice a day. Individual PT is not authorized. 3.c. All planned and unplanned audits, surveillances, spot checks, and monitors, 3.d. Corrective actions that are firmly scheduled 3.e. ORSE Preparation: Submarines identified as “performing an ORSE in the next 18 months” may continue those preparation activities despite a lapse in appropriations. 3.g. Oncomming ENDEPT Training 3.f. All ORSE Exams 4. Procedural compliance and formality are essential at all levels of Force leadership as we react to these challenges.
